Since the penultimate decade of the twentieth century, peace and development are defined as being closely interrelated.

Therefore, specialists in international law, international organizations and institutions need to take effective and integrated international policies and programs to address the problems of these two concepts in order to prevent the occurrence of conflicts that hinder establishing peace and development in all their forms.

Yet peace building remains an amorphous and evolving project.

It is still a project under test and contest and it is challenged by many sides.

Thus, it becomes very difficult to understand the nature of its achievements and identify the challenges it faces.
