The state organizes a set of procedures with the aim of legalizing the entry of foreigners into its lands, their exit or expulsion.

The state has absolute sovereignty over its lands, which entitles it to the right to allow foreigners to enter and exit its lands or to prevent some from doing so, but this authority is restricted by people's general right of establishing meetings and communication.

The Iraqi legislator, through Law No.

76 of 2017, in force, set several conditions for a foreigner to enter the territory of the Republic of Iraq such as: he possess a passport or a travel document, and a valid entry visa, which varies according to the purpose of the visit, and he is safe from communicable and contagious diseases.

Also, his entry should be from official and legal outlets.

A foreigner is also entitled to leave Iraq after proving his acquittal in case he has a work contract or other obligations based on official documents.

The competent authorities may expel a foreigner who entered Iraq illegally outside the borders, as the law authorizes them to deport foreigners when their residence expires or a violation to the necessary conditions of residency is done or for other reasons regarding public interest and the security and stability of the country.
