The administrative control authority works on regulating the residence of foreigners in Iraq, which is considered an administrative control that deals with people as these authorities are concerned with administrative control procedures related to some aspects of activities practiced by a certain group of people such as foreigners.

Political, security, economic, social or health principles and principles related to international law, especially the rule related to reciprocity, are all included.

Therefore, the policies exercised by the administrative control authorities have a distinct legal system aims at protecting the internal public order of the country where a foreigner is present.

Further, the seizure procedures related to organizing the residence of foreigners requires speed and accuracy in implementation, since they aim at achieving the public interest through protecting public order.

The attempt by the administrative authorities to determine the legal regulation of the foreigner is just as important as the legal regulations of the population.
