In the light of the confusion and astonishment the world is under- going due to the Coronavirus pandemic, many countries have adopted proactive approaches to deal with the health crisis and have taken a series of precautionary measures such as the enactment of special health emergency provisions to face the pandemic which led to the restriction of a number of basic rights and freedoms as stipu- lated in international conventions and national constitutions.

This rea- lity has imposed new challenges to governments, linked to the need to guarantee basic rights during the emergency period, especially those related to the realization of the right to education for children with disabilities.

Despite the efforts made by the Government to guarantee the right to education through the adoption of the distance education system, the real implementation of these workshops has been marred by many imbalances linked mainly to the lack of estab- lishing the principle of equality and non-discrimination in accessing digital content among learners, the widening digital-divide between affluent and poor families, the severity of the urban and rural dispari- ties, in addition to depriving large groups of children with disabilities of the right to education owing to the absence of appropriate mea- sures to adapt their situation with the requirements of the digital learning process.
