Arabic Abstract
هدفت الدراسة إلى بيان دور التخطيط الاستراتيجي في فاعلية مكافحة التهريب في دائرة الجمارك الأردنية، ولتحقيق أهداف الدراسة قام الباحث بتصميم استبانة وزعت على موظفي دائرة الجمارك الأردنية، وتم الحصول على (341) استجابة، وتم استخدام (328) استجابة صالحة للتحليل، ولاختبار فرضيات الدراسة تم الاستعانة بالأساليب الإحصائية ضمن البرنامج الإحصائي للعلوم الاجتماعية (SPSS) في معالجة البيانات التي تم الحصول عليها من خلال الدراسة الميدانية للعينة المبحوثة، وتم استخدام الأساليب الإحصائية المختلفة والمتمثلة ب (الوسط الحسابي، والانحراف المعياري، والتكرارات والنسب المئوية، واختبارOne Sample T-test، التوزيع الطبيعي باستخدام اختبار Shapiro-Wilk.
وخلصت الدراسة إلى وجود دور للتخطيط الاستراتيجي في فاعلية مكافحة التهريب في دائرة الجمارك الأردنية، من خلال التوصل إلى وجود دور ذي دلالة إحصائية للرؤية، والرسالة، والتحليل في فاعلية مكافحة التهريب، وأكد الباحث، على استمرارية التقييم الشامل والمنتظم للمخاطر لتحديد تهديدات التهريب المحتملة ونقاط الضعف والمناطق عالية الخطورة في الحدود والمناطق الجمركية واستخدام تحليلات البيانات وجمع المعلومات الاستخباراتية لفهم أنماط التهريب واتجاهاته والمخاطر الناشئة عنه.
English Abstract
The study aimed to demonstrate the role of strategic planning in the effectiveness of combating smuggling in the Jordanian General Customs Department.
To achieve the objectives of the study, the researcher designed a questionnaire and distributed it to employees of the Jordanian General Customs Department.
(241) answers were obtained, and (328) correct answers were used for analysis and testing.
Study hypotheses: Statistical methods within the Statistical Program for the Social Sciences (SPSS) were used to process the data obtained through the field study of the studied sample.
Various statistical methods were used, namely (arithmetic mean, standard deviation, frequencies, percentages, and one-sample t-test).
Cronbach's alpha test and normal distribution test using the Shapiro-Wilk test.
The study concluded that there is a role for strategic planning in the effectiveness of combating smuggling in the Jordanian General Customs Service, by finding a statistically significant effect of the vision, mission, and analysis on the effectiveness of combating smuggling.
The researcher recommended conducting a comprehensive and regular risk assessment to identify potential smuggling threats and vulnerabilities.
And high-risk areas at borders and customs areas, and using data analytics and intelligence gathering to understand smuggling patterns, trends and risks arising from it.
