The concept of public policies was closely linked to the institution of the state.

However, this connection quickly declined at the beginning of the eighties of the last century, after the emergence of concepts such as decentralization, which prompted the participation of institutions other than the state, such as territorial authorities, in the production of public policies within their territorial limits.

After that, the concept of public policies knew a development related to a field other than the field of management science, which is the dirt field represented in the emergence of a key actor, the dirt actor, by exercising different roles represented in participating in the preparation of public policies.
