Abstract EN

This study aimed to identify the most important obstacles that prevent the application of electronic management from the point of view of the senior, middle and specialist management leaders at the National Institute of Administrative Sciences in the general office in Sana’a.

The purpose was to identify the various obstacles, and seek to solve and overcome the difficulties that hinder the application of electronic management in the general office of the National Institute of Administrative Sciences, as a house of national expertise.

It is known that the National Institute of Administrative Sciences conducted studies and consultations for the public and mixed sectors in the Republic of Yemen, as well as in order to be a role model in the rest of government departments, especially education.

So, a random sample was taken from three categories of the research community: (academics, administrators, and academics who had administrative works) for a sample of (28) individuals.

The study found out the most important obstacles that hinder the application of electronic management in the general office of the National Institute of Administrative Sciences in Sana’a.

The four aspects of the obstacles were: (administrative obstacles, technical obstacles, human obstacles, and financial obstacles).

The most important of these obstacles were found by analyzing the study tool (the questionnaire), thus the conclusions and recommendations were achieved through which the obstacles could be overcome.

The most important of these results was that the aspect of administrative obstacles which obtained the highest percentage of obstacles among the rest of the other aspects, and the least of these aspects was the financial obstacles.
