في العالم العربي اليوم، أصبحت اللغة الإنجليزية أداة لا غنى عنها للتجارة والاقتصاد.
لقد أدركت الجزائر، باعتبارها جزءا من العالم العربي الحاجة إلى تنشئة جيل جديد يتقن اللغة الإنجليزية لتعزيز تنمية مختلف القطاعات، حيث يبرز التعليم باعتباره المستفيد الرئيسي من هذه الكفاءة، من خلال التطبيق الرسمي للغة الإنجليزية في المدارس الابتدائية للمرة الأولى.
