on the other hand, it is considered a tool for local development that seeks to increase the efficiency of the state’s administrative performance to promote local and comprehensive development in various administrative, economic, social or political fields.

the success of local administration is considered a goal that requires a lot of efforts related to preparing technical and administrative human competencies, developing popular awareness of the importance of local administration and the necessity of participation, and strengthening and strengthening the effectiveness of central control over local administrations.
