Abstract EN

Since independence, the algerian state has introduced a system of administrative decentralization with a view to achieving local development throughout the country's territory.

this has led to radical reforms in the community system as a method of decentralized local management.

however, local communities suffer from problems and obstacles that have made them far from achieving the goals for which they have been found.

these obstacles are different from political, administrative, social, economic and financial.

therefore, solutions must be sought through which they can overcome these obstacles, albeit relative, focusing on the roles of the central authority, the local electorate and the citizen in the establishment of such development.
