This scientific paper deals with digital media between ethical responsibility and practice, as it deals with the historical eras in which the media experienced major transformations through the transition from traditional media to new media to circulate information in different communication spaces, as well as the organizational goals that the media seeks to achieve.

this study which is based on legal, historical and socio-cultural approaches, stressed the ethical and professional responsibility of digital media on the one hand, and on digital education in facing the risks of unlimited and unconditional flow within the so-called war of minds, which, according to jurists, involves modern technologies for information and communication within fifth generation wars.
