Created as a decision by the international community of the international criminal party targeting individuals, this decision was not born from its day or its future, but it was a product of the history of the international community since world war i, narrowed between its political and legal character (born and applied), and at the different stages of its birth, the members of the law have not yet transmitted their own characteristics (political and legal) even of the states that adopted it, and although it was published in 1998 in a legal blog (the Rome system) and constitutes a permanent international judicial body (the international criminal court), members of law still call it revised and updated.
