Abstract EN

The system of governance during the regency in Algeria was dependent on the status of civil servants and staff because it was under their own supervision as well as their influence on its different apparatuses.

hence the need to look at these employees and their skills as well as their administrative powers in order to identify the characteristics of ottoman Algeria as well as the nature of its systems, particularly administrative ones.

the developments experienced by the Algerian administrative apparatus, more precisely at the level of administrative institutions, have resulted in an evolution of administrative positions and titles, in line with the changes that have occurred in the government over time.

this development resulted in the sovereigns of eyalet of Algiers receiving the title of pasha or dey.

the word pasha is granted to senior officials of the ottoman empire who combine military and civil functions.

as for the word "day", popularized by the eyalet of Algiers from 1671 to 1830, means the ottoman uncle.

previously it designated the one who has influence, the chaf, the president and the sovereign who defends the country.
