Cultural heritage is considered one of the rights inherited between generations, so it was necessary to protect it because it is linked to a set of material and moral values, and for this reason the international community worked to preserve it, and this is in conjunction with implementing the principle of complementarity between international and national law, especially in the event that there are legal deficiencies and gaps that must be filled.

Many international and regional treaties and agreements related to the issue of cultural heritage have been concluded, as well as governmental and non-governmental organizations.

It adopted the necessity of protecting cultural heritage from theft, illegal transfer, smuggling, wars, as well as natural factors.
