تقييم الاداء باستخدام الميزانيات التقديرية هو عندما ستخدم الإدارة انحرافات الميزانيات التقديرية في تقييم أداء الأفراد.
واتخاذ إجراء معين تجاه انحرافات الميزانية التقديرية هو عندما تعزو الإدارة الانحرافات في الميزانية التقديرية إلى مجال مسؤولية المدير المسؤول عن تلك الانحرافات.
يجب أن يؤدي تحقيق أهداف الميزانية التقديرية بشكل منطقي إلى مكافآت تحفيزية.
تهدف هذه الدراسة إلى مقارنة الشركات الليبية والشركات الأنجلو أمريكية العاملة في قطاع النفط الليبي من حيث متابعة الانحرافات في الميزانية التقديرية.
تم استخدام نهج كمي واستخدام بعد الذكورة مقابل الأنوثة لنموذج هو هوفستد (2005).
تم جمع البيانات من خلال 330 استبيانا صالحا للاستخدام اجراء تحلل العوامل واختبار T واختبار ANOVA لاختبار فرضية الدراسة.
توصلت الدراسة إلى أن الشركات الأنجلو أمريكية عادة ما تتخد إجراءات تجاه الانحرافات شير المرغوبة في الميزانية التقديرية بينما لا تتخذ الشركات الليبية عادة إجراءات تجاه مثل هذه الانحرافات.
تتمثل مساهمة الدراسة في تقديم أدلة جديدة ندعم تأثير الثقافة المجتمعية بشكل عام وعلى وجه التحديد على إعداد الميزانيات التقديرية في إظهار تأثير الثقافة المجتمعية على جوانب أخرى للميزانيات التقديرية وايضا على عمليات إعداد الميزانيات التقديرية في السياق العربي والذي يعتبر أمر مهم في قطاع صناعة النفط والغاز العالمية.
نتائج الدراسة في قطاع النفط الليبي تدعم بعد الذكورة والانوثة الثقافي لهوفستد (2005).
Abstract EN
Budget performance evaluation is when management uses budget variances in performance evaluation of individuals.
Budget action is when management attribute budgetary variances to a manager’s area of responsibility.
Attainment of Budget’s targets should logically lead to incentive rewards.
The purpose of this study is to compare Libyan companies and AngloAmerican companies operating in Libyan oil sector in terms of follow up on budget variances.
A quantitative approach was utilized and the dimension Masculinity vs.
Femininity of Hofstede (2005) framework employed.
330 usable Questionnaires was collected and Factor analysis, Ttest and ANOVA test were used to test the hypothesis.
The study finds that Anglo-American companies usually take action towards unfavourable variances while Libyan companies do not usually take actions towards unfavourable variances.
The contribution of the study is to provide new evidence to support the impact of societal culture on budgeting setting generally and specifically demonstrating the impact of societal culture on other aspects of budgets and budgeting processes in the Arab context which is important in the global oil and gas industry.
The finding of the study in the Libyan oil sector supports Hofstede’s Masculinity vs.
Femininity (2005) cultural dimension.
