The legislator provided in the Administrative Judiciary Act of 2005 that the date to appeal against the administrative decision starts from the date of publication of this decision in the Official Gazette or in bulletins issued by the administrative units in the state, or from the date of real knowledge or the declaration of the person concerned about the decision, whichever was earlier.

The researcher targeted in this research indicates whether the administrative decisions are really published, as is the case for the Act, and the nature of this publication, is the publication in the Official Gazette or in the bulletins ؟The researcher adopted the descriptive approach, and he concluded that the administrative decisions are not published in the Official Gazette in accordance with the provisions of Sudanese law but are published in the departmental bulletins and that the administrative decision applies to the concerned person.

The challenge begins on the date of publication in these bulletins as well as the person's actual knowledge of the decision or declaration of it, whichever is earlier.

Thus, publishing is a means of knowledge about administrative decisions, and it is a fact that disputes start with these decisions before the courts
