The events of the devastating earthquake that struck the Al Haouz province in Morocco in September 2023 revived the debate on the extent to which the country has a legal arsenal to protect against natural risks, especially the risk of earthquakes.

the researcher in Moroccan legal legislation finds that there was a decree issued since 2002 regarding the approval of the anti-seismic building control called (R.P.S.

2000) applied to buildings in which the rules for earthquake prevention are specified and the creation of the national committee for earthquake prevention engineering.

in the year 2013, another decree was issued regarding the earthquake prevention control anti-seismic construction related to buildings made of clay, which was presented in more detail and included a number of aspects related to its definition of clay construction models, their characteristics, production conditions, and others.

the problem studied in this article is that, despite the fact that Morocco has an important earthquake-proof building control that precisely specifies the basic building rules, the risk of earthquakes still exists strongly in many regions of Morocco, which was demonstrated by the Al Haouz earthquake that occurred in an area with mud buildings.

it does not meet the minimum security and safety conditions, which has caused many material and human losses, and necessitates a comprehensive review of the method of applying this control while working to improve it so that it becomes more flexible, effective and applicable.
