بلغ عدد سكان جمهورية مصر العربية 30 مليونا عام 1967 و ازداد فبلغ 60 مليونا عام 1997 أي تضاعف عدد السكان في ثلاثين عاما فقط و ما زال يعيش على حوالي 4 % فقط من مساحة الجمهورية بوادي النيل و دلتا و جزء ضئيل من الأراضي المستصلحة حديثا كما أن البدو ساكني الساحل الشمالي شرقا و غربا في حاجة إلى التوطين و الاستقرار بالإضافة إلى أنه يلزم حماية الأراضي ضد التصحر...
كل ذلك يستلزم تنفيذ مزيد من برامج التنمية المتعددة و المتكاملة و المستدامة لتوفير متطلبات السكان المتزايدة من مأكل و ملبس و سكني و تعليم و تثقيف و صحة و تتضمن برامج التنمية هذه التنمية الزراعية لأراضي الساحل الشمالي شرقا و غربا ذات الكثافة السكانية المنخفضة جدا باستغلال مصادر مياه غير مياه النيل المحدودة و بإضافة الأسمدة و خدمتها بالأسلوب الأمثل حتى يمكن أن تزيد العائد الاقتصادي من استخدام كل متر مكعب من مياه الري الشحيحة و ذلك لتتأهل هذه الأراضي و تعيل جزءا من السكان يتم تهجيرهم من المناطق عالية الكثافة بوادي النيل و الدلتا و حتى يمكن توطين و استقرار ساكنيها من البدو و حتى يتم توفير فرص عمل للجميع وصولا لمستوى معيشة أفضل و تحقيقا لوجودنا القومي على كل مساحة من جمهوريتنا العزيزة حماية للأمن و تعزيزا للسلام.
و يعتبر التوسع في تنفيذ أعمال حصاد المياه و استخدام نظم الري الحديثة لإعطاء ريات تكميلية لإنتاج المحاصيل البستانية من فاكهة و خضر و كذلك نباتات الزينة و النباتات الطبية و العطرية و القمح (الأصناف التي تتحمل الجفاف و الملوحة) و الشعير و المراعي الغير تقليدية التي تستهلك مياه أقل و كذلك زراعة مصدات الرياح ثنائية الغرض و كذلك استخدام الزراعة المحمية صوبا و إنفاقا و ترشيد استخدام درجة جودة المياه المناسبة لكل محصول و لكل فترة من فترات نمو نفس المحصول من أهم الإجراءات لتحقيق التنمية المطلوبة.
Abstract EN
The Egyptian population doubled in only 30 years; 30 million in 1976 increased to 60 million in 1997, utilizing an over-populated area of about 4 % of the Egyptian whole area.
The Northern Coast of Egypt is under-populated with mostly Bedouins and has to be conserved against desertification.
The Bedouins need to be settled.
Encountering such increased living requirements, settlement, relocation, attaining higher living standard and conservation against desertification requires the adoption of integrated planning, execution, follow up and monitoring of the natural resources to achieve development.
The main constraining factor of sustainable agricultural development of the Northern Coast is the availability of the irrigation water resources; rainfall and shallow groundwater.
Wider implementation of water harvesting measures, applying of trickle and sprinkler irrigation methods and greenhouses, producing higher value crops suiting the available irrigation water qualities, plantation of multipurpose wind breaks in proper manner, suitable management practices of agro-industrial activities, recycling of agricultural residues, trained man power and feasibility studies are, emphasized to get the optimum return possible per cubic meter of water utilized enhancing the economical returns, creating job opportunities for the Bedouins and the relocated-from Nile valley and Delta- inhabitants.
Such agricultural development would attain our national existence and ensure the peace.
