Distance learning as a pattern of higher education may contribute to meeting the requirements of individuals and society.
To achieve these requirements, distance learning should be characterized by distinguished quality of the instructional processes and activities, and to improve them continuously.
As the educators look at it, distance learning represents a modern response to the situations in which there is separation (time or place) between the instructor and the learner during the learning process.
As a consequence, the course content must be delivered by modern instructional media such as broadcast television, videocassettes, CD, and computer courseware.
These instructional services should be provided to students where they or reside in order to match between their education and their lifestyle; and they have also to adapt their instructional load according to their income and life condition.
To achieve this matter effectively and efficiently, all the sub-systems of the distance learning systems, as pattern of higher education, should meet the quality standerds.
The challenge in the present and the future that is imposed upon the university education requires capacities and capabilities that had not been utilized before.
And this basically requires the evaluation of internal and external competencies of distance learning.
The comprehensive quality is considered as an appropriate framework for the coordination and itegration of all developmenatl efforts in this field.
The issue of quality cotrol is distance education an the improvement of efficiency of its outputs have great imprtance, because it meets the needs of the learners, the market, and the development requirements.
