تهدف هذه الدراسة إلى تحديد أهم المعوقات التي تواجه تطبيق مفهوم إدارة الموارد البشرية، و التي من الممكن في المحصلة أن تؤثر في فاعلية المنظمات الأردنية، و ذلك في دراسة استطلاعية استكشافية هادفة إلى بناء و تشكيل نظريات و معرفة في هذا المجال.
استهدفت الدراسة جميع المنظمات الأردنية المدرجة في سوق عمان للأوراق المالية و التي تمتلك من 201 موظف أو أكثر و ذلك في نهاية عام 2007.
استخدمت الدراسة أسلوب المسح الميداني في جمع البيانات الأولية من الأشخاص المسؤولين و غير المسؤولين عن الموارد البشرية في المنظمات.
و قد استخدمت الدراسة العينة العمدية في تحديد الأفراد المستجيبين للدراسة، و اشتملت العينة على : مديري إدارات الموارد البشرية أو شؤون العاملين أو الأفراد، المدراء التنفيذيين لبقية الإدارات التنفيذية، المديرين العاملين في المنظمات المستهدفة.
و قد توصلت الدراسة إلى أن من أهم التحديات التي تواجه إدارة الموارد البشرية في المنظمات الأردنية ما يلي : قلة الدعم من الإدارة العليا، قلة التأثير لإدارة الموارد البشرية في إحداث تغيير في و على أداء المنظمة، عدم مقدرة و أهلية القائمين على إدارة الموارد البشرية على إدارة ممارسات و برامج الموارد البشرية و القيام بأدوار أو وظائف إبداعية في منظماتهم.
Abstract EN
In this study barriers to effective implementation of Human Resource Management (HRM) practices in Jordanian organisations were identified in an exploratory theory-building study that focuses on determining factors that may affect the effectiveness of HRM in Jordanian organisations.
It targets all Jordanian organisations listed in Amman Stocks Exchange (ASE) at the end of 2007.
The study adopts the same research strategy adopted by studies using the multiple constituency perspective that necessarily include assessments of HRM by non-HRM staff.
A purposive or judgmental sampling technique was applied by targeting HRM managers, HRM staff, line managers and top managers as participants of the study.
The study reveals that the most dominant obstacles facing HRM in Jordanian organisations were: lack of top management recognition of the real roles that HRM could play; lack of top management commitment toward HRM; lack of HRM power and influence to make real change and impact on organisations' performance; and lack of influence and credibility for HRM staff to develop and implement an HRM programs and to undertake additional proactive roles.
