يستهدف هذا البحث توثيق أبعاد الفكر الاستراتيجي المقترن بعمليات التخطيط التنموي، و تعميق فهم الاختلافات بين هذه الأبعاد، و التي تؤثر تأثيرا بالغا على صياغات هذه الخطط، و مراحلها و كافة نتائجها.
و الدراسة في مجملها تنتمي إلى مجال نظريات الفكر التخطيطي و التنموي، مركزة على العلاقة بين النظرية و التطبيق.
و تنطلق وفق عدة محاور : يتبنى أحدها مراجعة مفاهيم الفكر الاستراتيجي، و استكشاف أبعاده، و توثيق دلالته ذات الصلة بعمليات التخطيط التنموي.
و يهتم المحور الثاني بتحليل جوانب و مضامين كل من هذه الأبعاد، بينما يتناول المحور الثالث التعريف بالمنظور الشمولي للفكر الاستراتيجي في علاقته بعمليات التخطيط التنموي.
و تتكون الدراسة من خمسة مكونات رئيسية : يتضمن أولها توصيفا مفصلا للهيكل البنائي للدراسة البحثية، موضحا : موضوعها، و أهدافها، و محاورها، و أجزاءها، و فرضياتها، و أهميتها.
بينما يتناول الثاني : التعريف بمفهوم الاستراتيجي المرتبة بعمليات التخطيط التنموي، في حين يقدم الثالث : توصيفا دقيقا لمضامين و دلالات و جوانب كل من هذه الأبعاد.
أما الرابع فيبرز المنظور الشمولي للفكر الاستراتيجي مرتكزا على كل بعد من أبعاده في علاقته ببقية الأبعاد-من جهة-و في علاقته من جهة أخرى-بعمليات التخطيط التنموي.
أما المكون الخامس : فيقدم عرضا للنتائج التي انتهت إليها الدراسة و التي يعد من أهمها صياغة بعض تعريفات المصطلحات ذات الصلة بالفكر الاستراتيجي.
Abstract EN
The main objective of this paper is to explore the importance of the aspects of the strategic thought in the developmental planning process, and to deepen the understanding of its aspects and bases, which effect the formulation, steps and results of the developmental planning process.
The paper, in general, relates to the field of theories of the development and planning, and it concentrates on the relationship between theory and practice.
The paper has some pivots; one of them concerns exploring the aspects of the strategic concept that relates to the developmental planning process, while the other depends on seeing the meanings of these aspects.
The paper is comprised of five main parts: first part contains full description of the paper structure; explainning its subject, objectives, parts, hypothesis and importance.
Second, deals with definitions of strategy, and introduces proposed classification for the aspects of strategic concept which were related to the developmental planning process.
Third tries to highlight the meanning and contents of each aspect.
Forth discusses the extensive view of the strategic concept, finally the fifth one introduces the conclusion of the Paper.
