هدفت هذه الدراسة بشكل أساسي إلى فحص مدى إدراك المستثمرين لأهمية البيانات المالية المفصح عنها من قبل الشركات المدرجة في سوق فلسطين للأوراق المالية، من حيث وفرة البيانات المالية المفصح عنها، و الكفاية و الملائمة و الفائدة لاستخدامها في القرار الاستثماري من قبل المستثمرين، و فيما إذا كان هنالك اختلاف في الإدراك و الأهمية للبيانات المفصح عنها نتيجة اختلاف الخصائص الديمغرافية لعينة الدراسة.
استخدم الباحث المنهج الوصفي لمناسبته هدف الدراسة، حيث تم استخدام استبانه أعدت لهذا الغرض، و وزعت على عينة من المستثمرين و الأكاديميين والوسطاء الماليين من مستخدمي البيانات المالية في سوق فلسطين للأوراق المالية خلال الفترة من (1 / 8 / 2008) إلى (1 / 11 / 2008).
أكدت نتائج الدراسة على أن البيانات المالية المفصح عنها و المتوفرة غير كافية أو ملائمة لاتخاذ قرارات استثمارية رشيدة، بسبب عدم قدرة الشركات المدرجة على الانصياع لمتطلبات معايير الإفصاح العالمية الجيدة، بالإضافة إلى خلل في مصداقية و توقيت الإفصاح عنها، مما أدى إلى ضعف في جودة هذه البيانات، وهو ما يتفق مع نتائج دراسات سابقة.

كما أن نتائج هذه الدراسة التي تدعم نتائج الدراسات التي أكدت عدم كفاءة السوق على المستوى الضعيف، لتعزو ذلك إلى عدم قدرة المستثمرين على إدراك فائدة البيانات المالية المفصح عنها و قدرتهم على استخدامها في اتخاذ قرارات استثمارية رشيدة، مما أدى إلى ضعف في سيولة السوق، و انخفاض في أحجام التداول، و بالتالي ضعف في ثقة المستثمرين بجدوى الاستثمار بالسوق.
و بناء على ما توصلت إلية الدراسة من نتائج، فقد رأي الباحث أهمية تضمين هذه الدراسة ببعض الاقتراحات التي قد تساعد على تحسدين جودة الإفصاح، و كفاءة السوق، و بالتالي دعم ثقة المستثمرين بجدوى الاستثمار في سوق فلسطين للأوراق المالية.
Abstract EN
-The primary objective of this study is to investigate the perception of users regarding to availability, adequacy, relevance, and usefulness of information disclosed in the financcial reports of companies listed at the PSE.
A survey methodology was employed where a well-designed questionnaire was distributed to a selected sample of information users, i.e.
individual and institutional users, analysts, academicians, and intermediaries during the period 1/8/2008 – 1/11/2008.
Results of the study demonstrated that the perception of users that reported information, which is available is neither adequate nor relevant to investment decisions.
In particular, relevant information was not sufficient, as companies listed did not comply with minimmum disclosure requirements per international standards.
In addition, it demonstrated the incredibility and timeliness of information, which leads to a lack of information, being impounded into prices consistent with Al-Fayoumi (2003) results.
Results of the study demonstrated that rejection of the Weak Form Efficient in this markket [Al-gareh (2001), Alfayoumi (2003), Abuzarour (2005), Abdel-Karim & Shaheen (2009)] is due in part to the perception of users that reported information available is not adequate or relevant to investment decisions.
It also contributes to illiquidity, low volume of trading, weakness confidence, and perceived risks of the market.
Therefore, the study presented a number of recommendations that may be helpful in improving the efficiency of the PSE, which in turn increases its role in the Palestinian economy as whole
