The concept of the crisis one of the concepts that widespread in contemporary society, where it became one way or another affect all aspects of life ranging, from the crises that face the individual passing through the crises experienced by groups, governments, institutions and finally the International Crisis.

Even more the term “crisis” has become one of the terms that use at all levels and indifferent social levels, and the crisis world is alive and interactive, world has its outburst, with its characteristics, causes, affected the state or the government which affect the smallest object that exists in human society.

Because of the great importance of crises and the respond to crises , So the researcher will explain the concept of the crisis, and its characteristics, and stages of development, its causes and origins, and types.

The researcher will try as much as possible to go out of the ordinary in the way of his research, which will dropping the theoretical side to study on the practical side, and what is usual by Administration people to reach a satisfactory outcome and to achieve the goal of the study, by taking the possible lessons learned, so that we can manage things and solve it in an ideal manner and lowest possible losses.
