Planning for the implementation of e-learning programs requires an understanding of the impact of information and communication technology on the higher education.

The implementation of the information and communication technology in education with e-learning management system allows improving effectiveness of the education.

E-learning models are attempts to develop frameworks to address the concerns of the learner and the challenges presented by the technology so that e-learning can take place effectively.

The Management System of Education allows better cooperation among the learners, the tutors and the students.

The accessibility, usability and student collaborative learning are improved.

Higher motivation among the students and the teachers can be achieved.

The paper suggests an e-learning model based on the MOODLE Learning Management System (LMS).The aim is to identify the issues of applying Instructional Design Models, to be addressed in a strategic planning process for the implementation of e-learning in Palestinian universities
