Abstract EN

In the light to of the essential role of the parliament in practicing their constitutional authorities in democratic, free and independent ways, I took it in study.

Through my research I find out that most international constitutions include immunity in their acts, in addition to interior regulations of parliament,s include immunity in their acts, in addition to interior regulations of parliament,s council.

I started my research in clarifying the conccpt of immunity in different stages, then the justifications of immunity in different legal systems.

I focus light on immunity justifications in two things: 1.

parliament independence and good performance of council.

2.

main procedural and substantive target of immunity.

And finally, I talked about termination of immunity, and the possibility of reenjoy with immunity,
