The problem of intermittent resource and demand balance with stack facility is widely used in many domains such as photovoltaic water pumping, pumped storage, ship operation manager, and transshipment of containers at a container terminal.
This paper presents a new knowledge base system for solving the minimum cost network flow problem with storage.
The proposed knowledge base system has a possibility to deal with resource contingency as well as the dependent relations among the resources and demands.
Different scenarios for driving the knowledge base system are presented in this paper.
The dependent relation among customer demand, intermittent generation and storage characteristics are considered.
The system objectives are ; minimizing the system outage and total cost (linear or nonlinear).
The imposed network flow constraints are developed and presented.
