Demand side management (DSM) expresses organized activities implemented by the electric utility to adapt the pattern of customer consumption that is affecting the magnitude and / or time of customer demand [1].

DSM relies on energy efficiency (i.e., the reduction of kWh of energy consumption) and / or load management (i.e., the reduction of kW of power demand or the displacement of demand to off- peak times) to achieve the utility’s load shape objectives.

It encompasses a broad range of utility–initiated activities to encourage consumers to voluntarily modify their electricity consumption without compromising service quality or customer satisfaction.

DSM is typically accomplished through utility sector programs as part of the planning and acquisition of electric resources [2].

In this paper, DSM is distinct from other activities that can achieve end – use energy efficiency.

Such other activities may include the implementation of building codes and appliance standards by government bodies, the normal market response of consumers to energy price changes and the availability of new end – use technologies that use energy more efficiently.

This paper presents the factors that can be used to characterize the different DSM measures.

These factors are quantitative such as cost, Cost of Saved Energy (CSE), and impacts of DSM and qualitative such as easiness of application and availability in the market.

A priority method for DSM application at end–use level is developed to rank these measures / applications based on factors total weight.
