The essence of Government accountability In the Iraqi constitutional system, The Prime Minister and Ministers who together administer the Executive branch of government are responsible, to the Parliament for their actions.

In keeping with this concept of responsible government, members of the Presidency Council, the Prime Minister, his deputies, the ministers, or leaders of independent commissions, Persons of special ranks and other government employees (civilian or in military) and any other official in the Executive branch, may be called on to explain their administrative actions, there are several parliamentary mechanisms for achieving ministerial accountability, one of which is the Parliamentary questions, that the Iraqi constitution of 2005 has regulated the in Article (61/7/Ι) and articles (50-54) of the rules of procedure of The Council of Representatives 2007.
