This paper reviews the basic characteristics of a US Smart Grid, describes the approach taken to devise a Smart Grid Implementation Plan for the US state of West Virginia (WVSGIP), and describes the WV Super Circuit project (WVSC), a US Department of Energy project to demonstrate smart grid technologies.
The WVSGIP re-quires a gap analysis to assess current state of the grid and a socio-economic study to determine the cost and benefit of a smart grid and whether or not all smart grids are equal.
