Arabic Abstract
لطالما كان دور الوكالة الأمريكية للتنمية الدولية في تعزيز النمو الاقتصادي و تحسين الرفاه الاجتماعي للمجتمع موضع نقاش كثير بين الاختصاصيين في مجال التنمية، و الباحثين، و الممولين و كذلك المستفيدين بشكل عام و فلسطين بشكل خاص.
تبحث هذه الدراسة فعالية تمويل الوكالة الأمريكية للتنمية الدولية في تنمية المجتمع الفلسطيني باستخدام المنهج الوصفي في التحليل للإحصاءات التي تمتد من 2000 إلى 2008.
و خلصت الدراسة إلى أن التمويل المقدم من الوكالة الأمريكية للتنمية الدولية ساهم بشكل أساسي في تلبية متطلبات التنمية البشرية في المجتمع الفلسطيني و لكنه لا يلبي طموحات و تطلعات الفلسطينيين.
و رغم أن هذه الأموال أدت إلى بعض الإنجازات، و لا سيما في تطوير البنية التحية و توفير الخدمات الاجتماعية الأساسية، فإنها لم تتمكن من تمكين المجتمع الفلسطيني من تحقيق الاستقلال و تقرير المصير و وضع الأسس اللازمة لتحقيق التنمية البشرية المستدامة.
لم يكن التمويل المقدم من الوكالة الأمريكية للتنمية الدولية للمنظمات غير الحكومية قادر على تطوير الاقتصاد الفلسطيني، و على توليد فرص عمل مستداومة، أو للحد من سرعة تأثر الاقتصاد و الاعتماد على العوامل الخارجية.
كما و قد فشلت هذه المساعدة للتعويض عن الخسائر و الاضرار التي لحقت بها و أفراد المجتمع الفلسطيني من خلال السياسات و الممارسات الإسرائيلية.
و قد خرجت الباحثة بالعديد من التوصيات إلى كل من المنظمات الفلسطينية غير الحكومية و الوكالة الأمريكية للتنمية الدولية لتحقيق المفهوم الشامل لفعالية تمويل الوكالة الأمريكية في تنمية المجتمع الفلسطيني : ينبغي على المنظمات غير الحكومية تمكين و زيادة قدراتها الذاتية في مجال الإدارة الحديثة، مثل تحديد الرؤية و تحديد الأهداف العامة و وضع الاستراتيجيات و البرامج و الميزانيات و الرصد و إجراء تقييم الأثر و تعزيز استخدام التغذية الراجعة في استعراض الاستراتيجيات و البرامج و الإبلاغ و صنع القرار و المساءلة و الشفافية.
ينبغي على الوكالة الأمريكية للتنمية الدولية إقامة روابط بين جهود الإغاثة الطارئة و التنمية الطويلة الأجل للبرامج التي تسهم في التنمية المستدامة على أن تكون مواءمة للأولويات الفلسطينية.
English Abstract
The role of United States of America Aid in promoting economic growth and improving the social welfare of people has been the subject of much debate among development specialists, researchers, aid donors as well as recipients in general and Palestine in particular.
This study explores the effect of USAID funding on developing the Palestinian Community using descriptive statistics for data that spans from 2000 to 2008.
The study concludes that the USAID funding has contributed to the basic Human development requirements for Palestinian community but it did not fully meet Palestinian aspirations and expectations.
Although those funding resulted in some achievements, especially in developing infrastructure and providing basic social services, it failed to empower Palestinian society to attain independence and selfdetermination and to lay the foundations for sustainable human development.
USAID funding to the current level of NGOs were not able to develop the Palestinian economy, to generate sustainable employment opportunities or to reduce the economy’s vulnerability to and dependence on external factors.
This assistance failed to compensate for the losses and damages inflicted on Palestinian society and individuals by Israeli policies and practices.
Therefore, the researcher derived several recommendations to both Palestinian NGOs and to USAID in order to bring the comprehensive concept of USAID effect on developing the Palestinian Community: 1- NGOs should empower their capabilities in modern management such as identifying vision; determining general goals; developing strategies, programs, and budgets; monitoring and conducting impact assessment; promoting the use of feedback in reviewing strategies and programs; reporting; decision-making; accountability; and transparency.
2- USAID should establish links between immediate relief efforts and long-term development programs that contribute to the sustainable development and in alignment with the Palestinian priorities.
