" تقيم التخطيط لاستمرار العمل و الاستعادة الكوارث في أقسام تكنولوجيا المعلومات في الشركات المدرجة في سوق فلسطين للأوراق المالية " هدفت هذه الدراسة إلى التعرف على واقع استخدام التخطيط لاستمرار العمل و الاستعادة من الكوارث في أقسام تكنولوجيا المعلومات في الشركات المدرجة في سوق فلسطين للأوراق المالية، و كذلك إلى التعرف على أنواع الكوارث التي أصابت تلك الشركات.

و لقد استنبط الباحث نموذجا جديدا لتحقيق هدف الدراسة، و كان هذا النموذج عبارة عن خليط بين نموذج كل مؤسسة معلومات الاستعادة من الكوارث العالمية و مؤسسة استمرار العمل.

و طبقت الرسالة على الشركات المدرجة في سوق فلسطين للأوراق المالية في الفترة الزمنية ما بين الأول من يناير 2008 إلى الثلاثين من يونيو 2009.

و لقد استخدم الاستبيان كأداة لجمع البيانات، و صممت إجاباته لتكون ما بين 1-10، لتبيان إلى أي درجة تطبق مكونات خطة استمرار العمل و الاستعادة من الكوارث في الشركات المدرجة.

و لقد تم استخدام أسلوب المسح الشامل، و تم توزيع الاستبانه على مدراء أقسام تكنولوجيا المعلومات في الشركات المدرجة و عددها 38 شركة بواقع استبانتين لكل شركة، أو رؤساء الأقسام، أو من ينوب عنهم، تبعا للهيكل التنظيمي للشركات.

و لقد أظهرت نتائج الدراسة أن 54.8 % من الشركات سبق لها و أن واجهت حدثا كارثيا في مجال تكنولوجيا المعلومات، و معظم هذه الكوارث كانت بسبب أعطال في البنية التحتية لنظم المعلومات، و كانت البرامج أكثر من تأثر بهذه الكوارث.

و لقد أظهرت نتائج البحث أيضا أن خطط استمرار العمل و الاستعادة من الكوارث في هذه الشركات لا تتبع الخطوات الضرورية و الكاملة للخطة، فعلى سبيل المثال فإن (76.3 %)، من تقنيات المشروع موجودة في الخطة و لكن ليس كلها.

كذلك فإنه يمكن القول بأنه تم تطبيق خطوات تقدير الأخطار، و تحليل أثر الأخطار، و استراتيجيات مواجهة الكوارث بدرجة عالية في الشركات المستهدفة، و لكن لم يكن التطبيق كاملا كالنموذج المقترح.

كما أظهرت نتائج البحث أن خطوات تطوير و صياغة الخطة كانت المكون الأضعف في الخطط، و كانت استراتجيات مواجهة الكوارث هي المكون الأكثر وجودا في الخطط، و أن كلا من خطوات الاختبار و التدقيق و التعديل و التدريب كانت متبعة و لكن ليس بشكل متكامل.

و لقد نصح الباحث الشركات بزيادة اهتمامها بمكونات الخطة المختلفة.

English Abstract

This study aims at identifying the reality of the usage of business continuity and disaster recovery planning in information technology departments of Palestinian listed companies, and identifying the types of disasters and disruptions faced Palestinian listed companies.

The researcher used a modified model for achieving the research purpose, this model is a modified mixture between the suggested steps/components in DRII and BCI models.

This research studied all the listed companies in Palestine Securities Exchange, for the period from January, 1st 2008 to June, 30th 2009.

The questionnaire was used to collect the information, and it was designed like a 1-10 scale to determine to what extent are business continuity and disaster recovery plan components are used in the listed companies.

Comprehensive survey technique was used, and two questionnaires were distributed to all managers or head of sections of information technology departments in 38 targeted companies, according to the organizational structure of companies.

Analysis of the questionnaire showed that (%54.8) of the companies faced a disaster in their computer systems, and most of disasters were caused by infrastructure threats, and the software was the most affected part.

Data compiled from respondents through questionnaire revealed that (76.3%) companies had the plan, but actually they did not follow all the necessary procedures and components of the plan, for example: most of project initiation techniques were found in the plans but not all, risk assessment, business impact analysis, and mitigation strategies development procedures were applied to a high extent in the targeted companies but not all of proposed procedures.

Analysis of the questionnaire also showed that plan development procedures were the weakest component of the plans developed in the targeted companies.

Where testing, auditing, maintaining, and training procedures were followed, but companies need more enhancements to the implemented procedures.

And finally the most existed component in the plan was the mitigation strategies.

The researcher recommended companies to give more concern to the different components of the plan.
