English Abstract

Inflation has become a chronic problem whose effects permeate the entire construction sector.

Owners are not only paying for the increased costs of facilities and capital but also for premiums on construction prices because of irregular rates of inflation and its effects on construction costs.

Contract us are faced with severe financial problems resulting from severe uncertainties in bidding and financing construction projects.

Owners and contractors must plan to face inflation effects and attempt to reduce the risks entailed.

In particular, the proper assignment of economic risks in contracting should reduce costs in the lung-term, in this research an investigation into the contractual and commercial aspects of construction contracts is carried out.

Then the effect of inflation on decision-making, estimating, profit planning, cash flow, and-cost control is analysed.

A method to improve the use of indices and escalation clauses (compensation method) is criticized and a model to overcome inflation uncertainties is suggested in order to develop a suitable strategy for the Iraqi inflationary environment.

Finally, discussion on the results of a structured questionnaire is included together with conclusions and recommendations in order to support the researcher arguments.
