ظل القطاع غير الرسمي لفترة طويلة ظاهرة بارزة في تطوير أسواق العمل في البلاد، و بالتالي تم تناولها في العديد من البحوث النظرية و التجريبية.
ففي تركيا، و نظرا لديناميتها الاقتصادية و الديموغرافية، و توفر أدلة غنية غير متجانسة و متعددة الأوجه عن سوق العمل غير الرسمي.
هذه هي أول دراسة عن تحولات العمال بين القطاعات باستخدام البيانات التتبعية من تركيا.
و نهدف إلى توفير تحليل التدفقات العمال الديناميكي عبر مناطق متميزة في سوق العمل، و تحديد الآثار المترتبة على بعض الأفراد و خصائص مهمة في أنماط التنقل البديل.
و بشكل أكبر تحديدا، نطور و نناقش أولا مجموعة من الإحصاءات على أساس احتمال تحولات العمال سنويا في مختلف أنحاء المناطق المتميزة في سوق العمل و الاستفادة من عمليات الانتقال لماركوف.
ثانيا، نجري تحليل انحدارات logit متعدد الحدود بشكل فردي لكل مجموعة من البيانات التتبعية لتحديد أثر الخصائص الفردية و المنزلية و الوظائف الكامنة وراء تحولات العمال سنويا في مختلف أنحاء المناطق المتميزة في سوق العمل و الاستفادة من عمليات الانتقال لماركوف.
ثانيا، نجري تحليل انحدارات logit متعدد الحدود بشكل فردي لكل مجموعة من البيانات التتبعية لتحديد أثر الخصائص الفردية و المنزلية و الوظائف الكامنة وراء تحولات العمال نجد أدلة على أن أنماط التنقل متماثلة إلى حد كبير عبر فترات زمنية مختلفة.
احتمال البقاء في الحالة الأولية أعلى من احتمال الانتقال إلى منطقة أخرى لجميع المناطق في سوق العمل، باستثناء البطالة التي تبين طبيعة ثابتة في سوق العمل التركية.
و يلاحظ أن التنوع بين الجنسين، و قطاع التعليم و النشاط الاقتصادي له آثار كبيرة على أنماط التنقل.
فإن النتائج تكشف عن علاقات عدة بين المتغيرات المشاركة و احتمال التحولات البديلة، و لها أهمية ملحوظة لتصميم السياسات العامة لمعالجة العمالة غير الرسمية و الحد من المؤثرات الخارجية السلبية.
Abstract EN
Informality has long been a salient phenomenon in developing country labor markets, thus has been addressed in several theoretical and empirical research.
Turkey, given its economic and demographic dynamics, provides rich evidence for a heterogeneous and multifaceted informal labor market.
This is the first study of worker transitions between sectors using panel data from Turkey.
We aim to provide a diagnosis of dynamic worker flows across distinct labor market states and identify the effects of certain individual and job characteristics on variant mobility patterns.
More specifically, we first develop and discuss a set of probability statistics based on annual worker transitions across distinct labor market states utilizing Markov transition processes.
Next, we conduct multinomial logit regressions individually for each set of panel data to identify the impact of individual, household and job characteristics underlying worker transitions.
We find evidence that mobility patterns are fairly similar across different time spans.
The probability of remaining in initial state is higher than probability of transition into another state for all the labor market states, except for unemployment showing the static nature of the Turkish labor market.
Gender, education and sector of economic activity are observed to display significant effects on mobility patterns.
The results reveal several relationships between the covariates and likelihood of variant transitions, and are of remarkable importance for designing policy to address labor informality and reduce its negative externalities.
