لقد انعم الله على الدولة الإمارات العربية المتحدة بودائع هائلة من النفط و الغار.
و على عكس الاقتصادات الأخرى الغنية بالنفط، فقط يبدو أن دولة الإمارات العربية المتحدة قد فرت من ما يسمى" لعنة النفط " ندرس كيفية استخدام الإمارات العربية المتحدة للموارد لتحقيق التنمية الاقتصادية و توفير رفاهية أعلى للسكان المحليين.
نحدد، مع ذلك، إعراض لعنة الموارد في ثلاثة مجالات و هي : النمو المنخفض للغاية في إنتاجية العمل، السياسات الحكومية الغير قادرة على مواجهة الدورات الاقتصادية الناجمة عن تقلب أسعار النفط، و العمالة الزائدة واسعة النطاق و انخفاض الإنتاجية في القطاع العام.
و لذلك، فإننا نستنتج أنه في حين أن الإمارات العربية المتحدة لم تكن في مأمن من لعنة النفط، لكنها تمكنت من جعل فوائد تفوق النتائج السلبية لتصدير النفط.
و أخيرا علينا أن ندرس حالة دبي كمثال لكيفية التغلب على الاعتماد على صادرات النفط و تنويع الاقتصاد عن طريق استخدام مزيج من تحرير الأسواق، و دعم التجارة الخارجية، و توفير البنية التحتية و كفاءة المؤسسات لمشاركة القطاع الخاص.
Abstract EN
The UAE is blessed with vast deposits of oil and gas.
Contrary to other oil-rich economies, the UAE seems to have escaped from the so-called “oil curse”.
We study how the UAE used resource rents to achieve economic development and provide higher welfare for the local population.
We identify, nevertheless, symptoms of the resource curse in three areas : very low growth in labor productivity, government policies that are unable to counteract economic cycles induced by oil-price volatility, and massive over employment and declining productivity in the public sector.
Therefore, we conclude that while the UAE has not been immune to the oil curse, but it has managed to make the benefits outweigh the negative outcomes of oil exporting.
We finally study the case of Dubai as an example of how to overcome the dependency on oil exports and diversify the economy by using a combination of market deregulation, support for foreign trade, and efficient provision of infrastructure and institutions for private sector participation.
