The major influencing factor in the global technology improvement and development, accelerating the inventions, exploration, creativity and innovation, seems to be directly linked to the research and scientific quests.

Industrial and developing countries which are aware of the role of research in boosting creative moves and technology advancement for the nation's developments have made their main attention to increase research levels and depths.

A direct relationship between stable research progress and a comprehensive growth of development in each country is expected.

Negligence in paying attention to the status of research in the country creates a variety of problems at the national level decreases the progress process in different domains.

Besides, the brain drain or migration of bright and talented people is accelerated, which leads to less improvement in society. In spite of the many problems Muslim countries are encountering globally, one can envisage that a variety of research is being conducted at their educational and research establishments.

Although the outcome of these scientific activities rises the rank of the country on the international scientific paper development levels, there seems to be a lot of shortcomings at their effectiveness.

The present paper aims at investigating the main obstacles which cause the above said conditions, in order to provide some benchmarks for similar environments in the Muslim world.

The lack of specifying long-term goals in research programs, having short-term and cross-sectional research plans which make the research expectations too narrow, are part of the findings which make the researcher to have no program to get to the objective.
