Abstract EN

The present study provides an evaluation of rules on counter terrorism.

These rules are stipulated in international Conventions and Protocols.

In undertaking the present study, the researcher has employed an analytical – descriptive approach.

Pursuant to this approach, he has also used other research tools.

Open interviews and correspondence are predominant.

First section deals with global rules on combating terrorism.

These rules are incorporated in 13 Covenants and Protocols.

In the year 2005, three additional Protocols were adopted.

Some changes were also made in some Conventions and Protocols.

Resolutions of the Security Council, particularly the Resolution No.: 1373 of the year 2001, was decisively noteworthy.

Next in order of importance were two instruments- Beijing Convention of 2010 and Beijing Protocol of 2010.

The latter amended the Hague Convention of 1970.

Second section projects the evaluation of international rules dealing with counter-terrorism.

As part of this discussion are the points of strength and weakness.

Third section incorporates contents analysis of the responses stemming from open interviews.

The research, in its conclusive passages, includes its salient findings.

The following are in order: •Precise definition of terrorism is a persistent problem.

It is still unresolved.

•The right to military engagement against the occupants is also problematic.
