تهدف هذه الدراسة إلى بيان أثر الأزمة المالية العالمية على سياسات التمويل المستخدمة في البنوك الأردنية، سيما و أن النشاط التمويلي يعتبر من أهم النشاطات التي تمارسها البنوك بشكل عام و أكثرها إدرارا للأرباح. و قد تم تنفيذ الدراسة من خلال قيام الباحثين بإجراء مقابلات شخصية و هاتفية مع مديري الائتمان في ثلاثة بنوك تجارية، و شركتين ماليتين عاملين في العاصمة عمان. بدا واضحا أن الأزمة المالية العالمية قد أثرت بشكل كبير على سياسات التمويل من حيث زيادة التشدد في منح التسهيلات و الذي تمثل بقيام البنك بعمل دراسات وافية لأوضاع العميل (طالب التمويل) من الناحيتين الشخصية و المالية، و بتحليل قوائمه المالية ؛ إن كان التمويل يخص شرطة أو مؤسسة بهدف التحقق من قدرة العميل على الوفاء بالتزامه تجاه البنك طيلة فترة حياة القرض، مع الأخذ بالاعتبار القيمة الزمنية للتدفقات النقدية المتوقعة. كما كان من آثار الأزمة المالية العالمية قيام شركات متخصصة و محايدة بتقدير قيمة الضمانات المقدمة من قبل العميل لكفالة القرض، و شرط حصول العميل على بوليصة تأمين على حياته صادرة عن إحدى شركات التأمين المعتمدة لدى البنك، ذلك لأن السبب الرئيس و المباشر لحدوث الأزمة المالية العالمية المغالاة في تقدير قيمة الضمانات ؛ و خصوصا العقارية منها.
Abstract EN
This study aims at identifying the effects of global financial crisis on financing poli¬cies that applied by Jordanian banks.
And this because of the importance of fiance activity in generating profits.
The study was conducted through the researchers interviews (Personal and Inter-views) with financing managers in three of the banks, and two financial companies op¬erating in Amman.
The results indicated that the global financial crisis have affected the funding policies applied in these banks and companies in terms of : Estimating the value of collateral by specialized companies, conducting a comprehensive study of the financial situation of the loan > s seeker with taking in account the time value of the cash flows of the custom¬ers and the need for life insurance policy for the customer before granting the loan.
