English Abstract

Management perceptions of the drinking water industry have changed significantly during the last decades.

Due to increasing competition and globalization issues, the parameters of the drinking water organization environment have been enriched by several new concepts.

The performance assessment done by objective measures have now been replaced with subjective measures.

Within the context of this study ; interdependencies between a drinking water organization’s “resources and capabilities”, “strategic decisions”, “strength of relationships with other parties” and “external factors” with “drinking water quality management performance” and “drinking water organization performance” were investigated from a resource based perspective which put forward intangible assets of the Khartoum drinking water organization.

To achieve the objectives, hypothetical relationships between the above latent variables that obtained from literature, consultation of professionals and previous studies, then determination of measures and indicators that based on respondents perceptions and organization outcomes.

A questionnaire designed to get both perceptions and outcomes, then surveywas administered to 52 respondents in Khartoum drinking water organizationand the data obtained was analyzed using structural equation modeling (SEM).

It was hypothesized in this study that Khartoum drinking waterorganization performance is influenced by the resources and capabilitieswithin the organization, the long-term and short-term strategies adopted bythe organization, the strength of the relationships of the organization withother parties involved in drinking water field and external factors.

Astructural equation model was set up to measure the six latent variables(resources and capabilities, strength of relationships with other parties,strategic decisions, external factors, drinking water quality management performance and drinking water organization performance) through theirconstituent variables and to see if the hypothesized relationships exist.

Basedon the findings of this study, it can be concluded that, the initial hypotheticalrelationship is not valid as a whole, then re-specification of the initial modelby eliminating drinking water quality management performance latentvariable and revalidated and found that it’s a valid relationship.

This research has introduced a method to measure performance both insubjective (qualitative) and the objective (quantitative) terms consisting five latent variables instead of six latent variables excluding “drinking waterquality management performance”.

The strong path coefficients between theconstructs of the model are indication that, after decades in pursuit of findingways to improve the performance of Khartoum drinking water organization,subjective dimensions of performance have proven to be as effective as thetraditional objective dimensions.
