English Abstract
PGIS is a subfield of geographic information science that includes strong linkages among substance, theory, and methods when researching implications of the use of PGIS systems in society that can have an applied or basic orientation depending on whether the lead domain is substantive or conceptual, respectively.
The objectives of this study are to investigate in depth the conceptual underpinnings of participatory GIS by considering social behavioral aspects of geographic information use and to present ; methods, techniques, and examples studying and introducing a collaborative approach to spatial decision problem solving.
To achieve those goals, the research is organized into two parts that stem from balancing theory, method, and substance.ARC GIS 9.3 used to build a dynamic digital GIS model of the study area based on the needs of the city, the model subjected to various spatial and statically analysis, This includes identifying the objectives; Create a project database; Analyze the data ; Present the results ; The final product effectively communicate between findings and audience.
In most cases, the results of a GIS analysis can best be shown on a map.
The study shows that GIS is a power full tool for modeling, analyzing, and supporting decision making in the city council this is true, that the outlets for PGIS-related research are numerous.
This research has tried to balance among the three (applied, basic and methodological) orientations, and hence have used various outlets for work.
Where most research recognizes that the larger the group with different interests being convened, the more opportunity for conflict.
Thus, it is perceived that more interests means longer solution times.
In addition to GIS analysts which process spatial data transactions, PGIS requires also a facilitator (s) who can guide participants through a collaborative decision making process and compensate for their lack of experience with decision support tools.
GIS technology can be successfully used in participatory decision making, but also develop better GIS methods and tools that will promote such participation in the study area of Khartoum CBD, have been added and digitized on a cadastral map feed by Sudan national authority, as an example area under different conflict authorities and interests in land uses.
The levels of conflict in a problem are due to differences as a matter of worldviews and values, experience and trust, and knowledge and expertise
