يلخص هذا البحث تحليل النتائج التي تم الحصول عليها بواسطة إجراء العديد من المقابلات الميدانية مع أصحاب و مدراء عشرة شركات إنشائية أردنية متخصصة في قطاع المقاولات.
يهدف هذا البحث بشكل رئيسي إلى تحديد المعايير التي يتم اعتمادها في التأهيل المسبق للمقاولين من قبل أصحاب العمل الأردنيين و مستشار بهم.
بالإضافة إلى ذلك يدرس يشكل معمق الاقتراحات التي يمكن أن تزيد فرصة المقاولين في الحصول على العطاء.
النتائج التي تم الحصول عليها في هذا البحث تبين بأن أهم معيار يعتمد من قبل صاحب العمل تأهيل المقاول هو قيمة العطاء.
كذلك تبين بأن صاحب العمل-خلال عملية التأهيل المسبق-يعطي أهمية لبعض المعايير الأخرى مثل الخبرة في مشاريع مشابهة، سمعة و خبرة المقاول، المستوى العلمي للمقاول، شهادة حسن السلوك الممنوحة للمقاول في مشاريع سابقة، الأجهزة المتوفرة و مقدرة المقاول المالية.
Abstract EN
This paper is based on the findings of in-depth face-to-face semi-structured interviews with owners, directors and senior managers of ten contractors organizations in Jordan.
The purpose of this research is to identify the important pre-qualification criteria that are believed to be used by Jordanian clients and their advisors to qualify contractors.
It is also aimed to provide suggestions for contractors to increase their chances in being pre-qualified by clients.
The findings indicate that the most common criteria considered by clients, after the contractor being qualified, and during bid evaluation is the price.
However, during the pre-qualification process, clients give less weight to other pre-qualification criteria such as past experience in similar projects, contractor’s reputation, personnel qualification and experience, availability of equipments, good conduct certificates from previous clients and contractor’s financial stability.
