This paper explores and evaluate the performance measurement (PM) practices.

Two case studies of a Libyan Engineering Sector (LES) are carried out for exploring and evaluating the development of PM in two Companies against the existing PM theory.

The research identified main reasons for the development of PM, performance perspectives and characteristics of PM within LES.

The barriers that affect PM within the Libyan context are discussed.

Although, PM practices within the two case studies were consistent with the PM theory, these practices were affected by inconsistencies between the developments of PM at the companies' levels with the development of the external environment of Libya.
