تتناول هذه الورقة مضامين الجدل الدائر الآن حول نظريات نشوء مجتمع المعلومات باعتباره ظاهرة اجتماعية، ثقافية، اقتصادية و سياسية ذات صلة بتأثير التطورات الحديثة في مجال تكنولوجيا المعلومات و الاتصالات.
حيث تلعب المكتبات، و أمناء المكتبات و اختصاصي المعلومات دورا يتنامى بمرور الوقت و بتراكم المحتوى المعلوماتي المعرفي الذي يتطلب مشاركتهم الفاعلة من أجل إسهام في ارساء مجتمع المعلومات.
فمن ناحية، تعتبر المكتبات من المؤسسات السباقة في مجال حوسبة المحتوى المعلوماتي فيما يعرف بنظام مارك الذي يعد من التجارب السباقة و الهادفة على التحكم في الفيض المعلوماتي المعرفي مما جعل إنترنت نفسها تقتبس أفكار المكتبة عند تصميمها.
و من الناحية الأخرى، فإن المكتبات في منطقة الشرق الأوسط و أفريقيا تواجه العديد من التحديات التي تحول دون تسخير جهودها تجاه تثقيف و تعليم الملايين من الشعوب الفقيرة المثقلة بالأمية و المهمشة تقنيا.
كما أن تكنولوجيا المعلومات و الاتصالات تتيح فرصا مذهلة لهؤلاء الاختصاصيين للسيطرة على المد التراكمي للمعلومات و المعرفة بجانب تمكينهم من المشاركة في وضع أسس المجتمع الجديد.
تم إتباع المنهج المسحي التحليلي لجمع الحقائق و البيانات عن الموضوع الذي يتطلب إجراء المزيد من الدراسات التي ترمي إلى توثيق دور المكتبات، أمناء المكتبات و اختصاصي المعلومات في إطار سعيهم إلى إتاحة المعلومات و المعرفة للجميع إضافة إلى العمل على سد الفارق الرقمي.
و المحصلة النهائية هي أن المكتبات، أمناء المكتبات و اختصاصي المعلومات هم في الأصل يعملون بنفس المبادئ و خطة العمل التي جاءت بها القمة العالمية للمعلومات، كما وجد أن المكتبات تمثل لبنات صلبة يمكن أن تقوم عليها عمد البناء، بينما يشكل أمناء المكتبات و اختصاصي المعلومات فريق المماريين و المشرفين على عملية البناء.
English Abstract
This study examined the performance of the Jordanian academic university members in the Jordanian universities of the educational science faculties on using the on-line electronic Journals (OEJ).
It also aimed at investigating the purpose and importance of using (OEJ) at Jordanian universities.
Finally, the researchers show the obstacles and the difficulties facing the faculty members while using (OEJ).
The population of the study includes (6) Jordanian universities.
87 academic faculty members were included a mounting to 30 % of the total number of the community of study.
As predicted, the number of years of experience, academic rank, and the country of graduation are not relevant to the ability to use the (OEJ).
The study has revealed that the vast majority of the Jordanian academic education faculty members have a low-use of the (OEJ) in their research writing and this is due to the fact that those who did not have the chance to study in English couldn’t achieve good command of using the (OEJ).
