Abstract EN

The Kingdom of Saudi Arabia has recognized the importance of improving the public administration sector.

Accordingly an administrative development unit has been established in most ministries and public corporations.

But studies indicate to barriers and problems facing these units which prohibit their effectiveness and efficiency from doing their roles and functions.

This research attempts to study the situation of these units descriptively, and compare the findings with the normative standard of the O.D concept and strategies.

The findings of this research indicate that there is unawareness of organizational development as a comprehensive approach which results in vagueness in the role and function of these units, there is a misfit in organizational structure in terms of the level and the different names of these units.

Also there is an acute shortage in manpower in terms of quality and quantity.

Finally a list of recommendations is provided according to the findings of this research.
