هذا الكتاب بالغ الأهمية، أولا : لأن مؤلفه فرانسيس فوكوياما المفكر الشهير و المثير للجدل عالميا منذ كتابه الأول (نهاية التاريخ) و ثانيا : لأهمية موضوعه و لا سيما في هذه اللحظة من تاريخنا التي تشهد ضعفا شديدا في (بناء الدولة) ليس فقط في العراق و أفغانستان و السودان و لبنان و غيرها من الدول العربية بل و في العالم النامي كله ! ! و ثالثا : للعمق و الشمول الذي عالج به المؤلف موضوعه ؛ فعبر الفصول الأربعة لهذا الكتاب، يشرح فوكوياما بأسلوبه الواضح الدقيق كيف أن ضعف الدولة هو المصدر لأخطر مشاكل العالم و أعقدها، و التهديد الرئيس للأمن و السلام في العالم.
و يرجع هذا الضعف إلى ما حدث من تحجيم للدولة و تقليص لدورها الاقتصادي، و إخضاعها لآليات السوق، و تقطيع لأوصالها بالخصخصة بحيث غدت مشلولة في مواجهة معضلاتها الجديدة القديمة ؛ الفقر و المرض و التخلف، و مؤخرا الإرهاب.
English Abstract
The importance of this book stems from several factors.
Its author is the renowned thinker Francis Fukuyama whose writings have caused a lot of controversy.
Secondly, its subject being the state, particularly at this moment of our history where the state as a structure is disintegrating not only in Iraq, Afghanistan, Sudan, Lebanon, but in the entire under-developed world Fukuyama treats his subject with his proverbial profundity.
In the course of the four chapters of the book, he explains why a weak state can be the source of the gravest problems to the world, and a threat to its peace and security.
The weakening of the state is due to the decline in its role, the curtailment of its economic function, its submission to the market laws and its fragmentation by privatization.
This resulted in the state being unable to stand up to its timeless enemies of poverty, disease and under-development, and more recently, terrorism.
The new solution Fukuyama offers to these problems is the building of the state, which he defines as reinforcing the existing institutions and building, self-sufficient and viable new ones.
