The paper discusses types of water resource planning system currently used by national water authorities in the Middle East and the Arabian ?eninsula.

An attempt has been made at the evaiuation of current systems to offer practical suggestions for improvements.

The paper outlines responsibilities involved in designing national water plans and roles expected for government, local industry, consultants, NGO’s, and users.

A water resource planning case study used the example of the Sultanate of Oman.

Emphasis was given to master plan, institutional legal frame work, major projects, and constraints.
