This study seeks to investigate civil servants' assessment of the outstanding obstacles facing administrative reform and development (ARD) in Jordan, It has been found that all ten factors examined in the study constitute impediments to ARD.

The level of obstruction to ARD yielded via these factors ranged between high to medium.

The weak competence and commitment of administrative leadership ranked highest in terms of obstruction to ARD followed in order by formalism, lack of effective training, lack of scientific base, inadequate financial resources, and in the sixth rank insufficient support by civil servants.

The majority of obstacles have not been significantly related to background characteristics of civil servants.

The implications of these findings for future trends of ARD are explicated
