This study aimed at looking into the effects of the first national educational development conference on the scholastic evaluation practices within the basic educational stage through answering the following questions * Did the teachers' acqiuistion and practices of scholastic evaluation competencies differ for the period of 90/91-95/95 from the period of 85/86-89/90? * What were the procedures that the Ministry of Education undertook to carry out the conference recommendations concerning the developing of scholastic evaluation procedures and what are the Ministry plans for developing these procedures in the future?.

The samples for this study consisted of (1185) male and female teachers

A questionnaire was given to the teachers' sample to measure their acquisition and practices level for the scholastic evaluation competencies .Another questionnaire was used on school principals to measure the practice level of the scholastic evaluation competencies and procedures.

In addition administrators were interviewed, and related reports and documents were examined.

The results showed a slight improvement in the level of acquisition and practices for the scholastic evaluation competencies.

The indicators point that such improvement was possibly due to the conference recommendation .The new procedures that the Ministry followed dealt with legislation, and teachers and educational supervisors training .and attempts to start item banking for different subjects and closes ,but the improvement in the practice of evaluation competencies and the procedures that the Ministry sought did not reach the required minimum level.

The study recommends more amendments in the field of legislation
