This paper briefly traces the development of community based rehabilitation, particularly for blind persons in India, over the last two decades, focusing on some of the changes in understanding of the concept.

The shift from CBR projects for single disabilities such as blindness, to projects for all disabilities is dealt with in detail, with suggestions on factors to be taken into account in planning such programmes.
