After more than 50 years of independence and the initiation of many programmes for rehabilitation of disabled persons in India, there are many disabled persons who remain unreached.

One of the reasons for this is the absence of strong consumer movements in the disability sector in the country.

By and large, disabled persons have remained as recipients of services instead of being active participants in decisions about their lives.

This article traces the development of the disability rights movement in India, which is still in a nascent stage, and how the movement was instrumental in getting a legislation enacted by the government.
