Public works construction practice in Saudi Arabia

Abstract EN

This paper reports on a research project that evaluated the Saudi Government Procurement Law and Regulations (GPLR) that constitute construction contracts, and suggests measures that assist in effectively managing construction contracts of public projects.

The study is limited to the opinions of government representatives.

A questionnaire was developed to measure the opinion of public owners towards the current and proposed practices.

Current practices were also compared with established practices in other countries.

The results revealed that the proposed practices of pre-bid qualification, pre-bid conference, contract award, pre-construction conference, labor and materials payment bond, site condition, and change orders were preferred by government organizations.

Results of the study can be used by legislators to amend the GPLR.
